A planned rice cartel between Thailand, Vietnam, Laos, Cambodia and Myanmar, dubbed the rice equivalent of oil group the Organisation of Petroleum Exporting Countries (OPEC), appears to have hit the buffers amid concerns that it would allow for the manipulation of markets and prove 'anti-poor'.
