While the Estonian government's decision in early June to raise alcohol excise taxes to 20% beginning next year may be grudgingly accepted by Estonian consumers as a fait accompli and a necessary part of EU membership, an ongoing battle over restrictions on when alcohol may be sold is provoking a wider debate over both the country's liberal business regime and quality of life issues.
